How have hardened cutting tools made?

For example, diamond-tipped drills or cutters. If the diamond is the hardest substance hard on Earth, what substance can possibly be used for the machine? Also, how about hard / Drills manufactured?

Diamond tools are used in a way that grinds like sandpaper. The diamonds are small pieces and dust that is on the surface of the substrate (the cutting tool). Diamonds are not machined to a specific form, but are selected for their size. There are a few technologies to maintain the diamonds on the surface, but the basic idea is glue. Different substrates and glues are used depending on what is being cut. Another technology tools is carbide tips. Carbides are salt-like compounds formed from carbon and metal. Carbides comes in many forms, but the most common cutting tool is carbide tungsten and titanium carbide. Carbide is almost as hard as diamond, but much cheaper as it can be made instead of mine. Again, the difficulty of its use in cutting tools is how to connect pieces of carbide for the business end of the cutting tool. Carbide can be shaped to fit and welded in place. See link with photography. You can see the tip of a blade-shaped and sharpened. The tip of the blade is attached to the wheel brazed. The oldest is the technology of high-carbon steel. In Here, the entire tool is made of steel of between 0.5% and 1% carbon content. The steel can be done through gentle heat treatment process called annealing. The steel is heated to a high temperature and then cooled very slowly over many hours. After annealing, the steel can be machined and worked for the desired form. Then the steel is subjected to another heat treatment to return to harden steel by heating and then cooling rapidly by cooling in oil or air. After hardening, the cutting edge is sharpened and honed to the desired cutting edge.
